In recent years, supportive policies for clean energy have been put out and the global crudeprices have been rocketing up. In this case, the electric bicycle industry meets an unparalleledopportunity. As people living standard rises, electric bicycle gets more and more popular becauseof its features such as healthy, low carbon, energy conservation and portability. Data from theNational Bureau of Statistics shows that at the end of the eleventh five-year plan, the number ofthe enterprises above designated size in this industry is1232and they achieve output of72.65billion Yuan. The growth ratio of this industry is approximately10%and its output value will be100billion in2015.The market changes rapidly in the process of globalization and informatization. Hence, themanufacturing industries which support this process are facing tremendous challenges. Not onlydo the entrepreneurs attach importance to the date of delivery, quality and costs, but also do theypay much attention to the production efficiency. Because this index reflects the efficientutilization of human, material and financial resources directly and it is the core of enterprisecompetitive power. Enterprises need to construct management mode based on productionefficiency. In this mode, we should monitor, analyze, improve and evaluate the productionefficiency and apply the PDCA theory to improve production efficiency continuously.With the background of the electric bicycle manufacturing industry, this research hasconducted field practices study and read literature for months. The statistical result shows thatpredecessors solved the problem of production efficiency bottle-neck from a single point of view.There are12methods usually used to eliminate bottlenecks, but merely has the TOC theory beenused. In addition, the improvements are very slight. This research combines the TOC theory andIE and integrates them creatively and applies them in practice. The concrete contents are asfollows. The first job is posing problems after inspecting current production status of assemblyworkshop and calculating the production efficiency with OEE theory. The second task isanalyzing problems. In other words, we should find out the primary causes of low productionefficiency with TOC theory thinking process and find out evidence with AHP model fromanother perspective. The future reality tree is constructed after introducing injection. The thirdstep is solving problems. Problems can be solved with IE techniques such as workshop layout,work study, line balancing and site management. Finally, the paper summarizes the research withthe analysis and evaluation of the expected program implementation results. The conclusionverifies the feasibility of the TOC and IE integrated together. This research also providesfoundation of demonstration for the future research.
