The Performance Evaluation Of The Shenhua Huanghua Port Engineering Project

As coming of the knowledge economy era and the liberalization of world trade, theport of the developed countries in the world have been gradually transferred from the thirdport to the fourth port. They improve the port’s information construction and the functionsof the port extend and expand.As a very important part in the country economy,theenvironment of port is facing is constantly changing. So the project management must payattention to it more. Because of high investment and big risk，how to improve themanagement level of project performance appraisal to get the maximum return oninvestment in the port project is what managers need to be resolved. Therefore, how do theport engineering project performance evaluation, in order to fully mobilize the enthusiasmof the project managers, to make the Restraint and incentive mechanisms perfect, to makethe investment produce the maximum value and then drive the hinterland economicdevelopment is of great significance.This paper first introduces the importance of ports in the production of the nationaleconomy, analyses the challenges,opportunities, and problems that China’s port industryencountered and takes a comprehensive review of domestic and international portinvestment position and performance evaluation methods. It summarizes the relevanttheoretical knowledge and research that will be used in this article.Secondly, the article takes an overview on Shenhua Huanghua Port, analyses the portproject performance evaluation status. The problems are described from both inside andoutside the enterprise. Make summary of performance evaluation system design principlesand development, by contrast, the lack of domestic port performance appraisal system andcauses are found out. At last, it proposes the development trend and modern managementconsiderations of domestic port performance appraisal system.Then, based on the combination of theoretical studies and field surveys, based on pastexperience, output characteristics and design evaluation index, the action research methodis uesd to establish the initial model. By constant solution，the model gets improved.Finally, using AHP to determine the weight of each index which can propose scientific evaluation of performance evaluation for managers of Shenhua Huanghua Port. Finally,based on the the research results at home and abroad, the recommendations of improvingperformance evaluation efficiency for actual Shenhua Huanghua Port are given.
