According to the report of Chinese 19 th National Congress,the revolution of energy production and consumption need to be pushed on,and a safe and effective energy system with clean low carbon need to be built under the background of green development in the new era.As one of core issues,the research of energy efficiency is very important.With the present situation of scarce energy and environment pollution,the old development based on energy use and carbon dioxide emission is going to be eliminated.Energy effective is vary from region to region for the difference of economic development level,resource endowment and energy structure.Although emission task has already been drawn up in the13 th Five Year Plan,dilemma is still existed for the lack of Chinese regional energy effective estimate and reasonable energy saving index decomposition.The foundation of reasonable energy saving index decomposition is knowing accurate distribution characteristics of China's energy efficiency.Previous research used to use traditional total factor energy efficiency without taking bad output into consideration in energy efficiency evaluation,which will reduce evaluation authenticity.Chinese provinces are separated into East,Midland and West,however,different provinces within same area are vary from each other in energy structure and industry type,so this kind of region separation standard in too rough to have representative regional characteristics.In order to test whether bad output will have influence on energy efficiency,and to know actual energy efficiency and differences among different areas,this paper estimated Green Total Factor Energy Efficiency and analyzed representative regional characteristics of Chinese provinces and eight areas by using SBM and Malmquist-Luenberger Model combined with DEA.Research results are as follows: First,Chinese Green Total Factor Energy Efficiency is still falling behind,and traditional energy efficiency without output cannot show its real condition,so Green Total Factor Energy Efficiency is more reasonable.Second,Green Total Factor Energy Efficiency is different within Eight Regions,and with time passing by,Green Total Factor Energy Efficiency is from dispersion to agglomeration.Finally,they went to three different efficiency intervals which is not matched with its location.So,it is more reasonable to use Eight Regions as region separation standard.Last but not least,the main reason of energy changing is technical progress.According to those,government should consider actual regional energy efficiency condition raising precision energy saving and emission reduction strategies to improve China's Green Total Factor Energy Efficiency.
