Since the new century, Inner Mongolia's economy has developed rapidly; however, there are many problems on the aspect of energy consumption and the environment. The iron and steel industry as the leading industries in Inner Mongolia, it also has an important role to the economic growth of Inner Mongolia, it directly affects economic growth of Inner Mongolia. Iron and steel industry is an industry that consumes lots of resources and energy, at the same time it is an industry that makes lots of multicoated pollutants, so, the energy-saving and emission-reducing of the large and medium-sized steel enterprise of Inner Mongolia is a key role to the Inner Mongolia's mode transformation of economic growth.This paper based on university research projects in Inner Mongolia (NJSY08078), based on the theory of Circular economy, used the in-put and out-put analysis, though preliminary analysis of the benefits of energy conservation and emission reduction of representative large medium-sized iron and steel enterprise of Inner Mongolia, and input-output analysis of the BaoTou steel, found out the energy-saving and emission-reduction potenial of large and medium-sized steel enterprises in Inner Mongolia, and put forward the corresponding countermeasures and suggestions of energy-saving and emission-reduction. This paper mainly includes three aspects: the first sentor is the literature and the relevant theoretical overview, mainly reviews the research status of domestic energy conservation and emission reduction, and summarizes the theoretical basis of this paper; the second sentor is benefits anaylse of the energy-saving and emission-reduction of the large and medium-sized iron and steel enterprise in Inner Mongolia, mainly included current situation analysis of energy-saving and emission-reduction of large and medium-sized iron and steel enterprise in Inner Mongolia and comparative analysis with other domestic key large and medium-sized iron and steel enterprise'energy-saving and emission-reduction; the third sentor is input-output analysis of energy-saving and emission-reduction of the large iron and steel enterprise, took the BaoTou steel as a case, used the input-output model, emphatically analyzed the pure iron metal balance, equipment product energy consumption, energy structure and loss situation, for finding the point to improve the level of energy-saving and emission-redution of the large and medium-sized iron and steel enterprise in Inner Mongolia.Finally, through the comparative analysis found that level of energy consumption level and secondary energy utilization of the large and medium-sized iron and steel enterprise in Inner Mongolia is lower than the other domestic large and medium-sized iron and steel enterprises';through the input-output analysis of the large iron and steel enterprise in Inner Mongolia,found that in the steel production process, a lot of pure iron materials run off in every link, and the secondary energy's expected loss amount was high,the utilization rate was low, obtain the entey point to improve the level of energy-saving and emission-redution of the large and medium-sized iron and steel enterprise in Inner Mongolia.According to above analysis,the large and medium-sized iron and steel in Inner Mongolia, should improve energy management system, make environmental and energy strategy; Optimize raw material and fuel; Optimize production processes and improve level of technology equipment, and implement new technology of energy-saving and emission-reduction; Improve secondary energy utilization countermeasures in Future production process.Meanwhile, in the input-output example analysis section, we only analyzed the use of the second energy, without involving waste water, solid waste analysis; and only analyzed the one year date of the large iron and steel enerprise in Inner Mongolia, didn't analze the data of the entire industry in Inner Mongolia, these are insufficient of the paper, it needs research continous in the future.
