Only regarding city as a unit can we make a comprehensive utilization of fund,technology, talent and resources to tackle climate change.We are facing a rapid advancing period of industrialization and urbanization, and industryenergy consumption continues to expand far behind the environment kuznets curve inflectionpoint. In the following ten years, China’s energy consumption and carbon emissions will still keepa growing momentum. However, along with the advancement of industrialization in our country,the urban environment suffered serious destruction, and natural disasters frequently occurred. Itnot only increased the environmental costs of the economic development, moreover, it destroyedthe human survival environment. Thus it is of top priority of changing the current mode ofindustrial development, exploring a path of economic development and environmental protectionharmonious development. National12th five-year plan has taken the development of low-carboneconomy as an important task, and put forward the specific emissions reduction targets. The localcities also actively explore the development path of low carbon cities in the region.Against such background home and abroad, Guangyuan as a less-developed economic regionshould grasp this opportunity. By making use of advantages and characteristics of the regionresources, we can explore a new path of urbanization and make the economy and environmentprotection develop in a coordinated way.
