A Study On Social Regulation Model Of Food Safety

Food is the most fundamental material requirement on which depends thesurvival and development of human being, and the fundamental guarantee forcountries stability and society development. Any country should see that the foodsafety is a very important aspect of social life and the eternal topic focused byeveryone from state leaders to common people. Food safety accidents occurfrequently, such as contaminated milk powder, tainted steamed buns, gutter oil,plasticizing agent, lean meat powder. The public feel insecure in the modern societywhich is lack of moral good faith. It’s very common to see unhealthy, harmful andpoisonous food in people’s daily life. Who can hold up the food protective sky for thecommon people? Children, as the country’s hope, are the society’s most vulnerablegroups. Food safety is especially important for them. This paper analyzes the foodsafety monitoring, the status and problems of children’s food in China, and and bringsforward some personal views in allusion to these problems--with Wuxi children’sfood safety as example.The first part describes the food supervision modes of America, Europeancountries, Japan and Korea; and the laws and regulations system. Then sum up theimportant experiences in seven different ways to perfect the laws and regulationssystem, multilayer and package supervisions.The second part smooths out China’s current food safety law system and introduces the functions of Ministry of Health, Ministry of Industry and Commerce,Food and Drug Administration, Bureau of Agriculture and Forestry and QualitySupervision Bureau, which are the main food supervision departments.The third part makes clear the definition and the range of children’s food in thispaper and introduces the relevant laws and regulations and industry standards. Thenfurther analysis the hazard factors of children’s food in China.The forth part emphatically introduces the supervision institutions and the mainfunction of children’s food in Wuxi, starting with the inspection results to elucidatethe hidden troubles of children’s food and concludes the reasons of these problems,such as the lack of defining standards, laws, punishment dynamics and self-protection,dependence of foreign food，backward equipment and detection technique, greed offood producers and so on.At last proposes the solutions based on the main problems analysis of children’sfood safety administration in Wuxi.
