With the development of power system reform and market competition, the traditional performance management model cannot meet the need of power companies. How to improve their own competitiveness in response to market competition under the new situation, is an important topic for electric power enterprise at this stage. In order to meet the requirement of the overall management, a comprehensive performance control system needs to be established, which can be used to fully inspect and ensure the operational efficiency of enterprises. From management practices of the well-known enterprises at home and abroad, we can see performance management system for all the staff has been widely used. Objectively speaking, through reasonable performance for all the staff system design, both the department and staff can be kept up with enterprise in strategic objective, ensuring the positive development of the whole enterprise.On the basis of analyzing a great deal of related research which have been taken in the world, of investigating on the spot, and of interviewing experts, this paper uses modern human resource management theory as a guide, and a combination of qualitative and quantitative research methods, analysis the practical situation of the HuDong power supply enterprise’s performance management, studies and builds the system of HuDong power supply enterprise’s performance management. Firstly, by retrieving a large number of domestic and foreign literature on performance management, the paper conducts a comprehensive exposition of the research at home and abroad from the theories, strategies and practical thinking. Then, the basic theory and the performance management methods were highlighted, laying a theoretical foundation for the research on HuDong power supply enterprise’s performance management. Next, based on the above theory, focused analysis on HuDong power supply enterprise current performance management, points out that its current performance defects in design and in the administration. So, according to the problems and the insufficiency, with Shanghai electric power company’s overall strategy as the guidance, around HuDong power supply enterprise new performance system design for research topics, the paper uses the balanced score card and key performance indicators for the inspection tools, and hierarchical analysis method, to branch company, department, staff three levels of performance indicators for the design, thus establishing HuDong power supply enterprise new performance management system, establishing a longitudinal performance management process including performance planning, performance communication and counseling, performance evaluation and performance feedback. Finally, based on specific issues on the overall performance management, the article makes a number of targeted thinking and the implementation of control measures, from pre-matching work, difficulties in the implementation and appropriate solutions to the subsequent to continuous evaluation and improvement, to the maximum extent, ensuring the HuDong power supply enterprise’s full performance management solutions can reliably and systematically implement. This study hopes to be useful for Electric Power Enterprise in the field of human resource management, scientific and standardized performance management, main competition and sustainable development through studies and creation of its performance management system. And also we hope that through this study, we can provide some useful reference to human resource management’s innovation in the power industry.
