As the development of information technology and the expansion of applicationrequirements, E-government construction becomes one focus of contemporaryinformationization construction. So far, E-government construction in China achieves certainresults, and at all levels, government departments have established effective governmentsystems which play very important role on improvement of public services, strengtheningsocial management and comprehensive supervision. However, due to the lack of unifiedplanning and resources management, many issues, such as redundant system construction,low resource utilization, isolated information islands etc., seriously affect the sustained andhealthy development of e-government. To effectively solve the above problems, promotingtop-level design becomes the consensus and inevitable demands.Now, top-level design is widely accepted by the domain of E-government as an idea, andhas been making a progress in practice. Nevertheless, the research and practice of top-leveldesign are still in the initial stage of exploration from the overall construct ion situation.Therefore, the focal points of E-government construction are to strengthen the top-leveldesign based on the overall situation, to plan each component as a whole, to establishstandard methodology and practical scheme, and to promote cooperative application ofgovernmental affairs eventually.Through deeply research on E-government and top-level design, we put forward aglobal-oriented solution of E-government based on SOA and cloud computing.Main contents include following ones:1. Through analyzing bottleneck problems existing in current E-government systems, weput forward an E-government cloud architecture based on SOA.2. With reference to the overall E-government framework of America, and exploringbusiness integration, application integration and other aspects, we describe a category modeof service components in modern e-government systems.3. Based on the top-level architecture, we firstly design the framework of online approvalsystem. Thereafter, each subsystem architecture, module function, and typical servicecomponents are analyzed and implemented.From the result of practice, the SOA and cloud-based e-government solution caneffectively avoid duplicate system construction, improve the development efficiency,reduce the cost of e-government application, response quickly to meet the business needson the demand, and provide various services efficiently and conveniently for the publiceventually.
