The Documents are a kind of written materials that formed in human social activities.They have produced since recorded history. With the advent of state political power, as an important tool for the ruling class to enact instruction,to implement management and to record matters, official documents began to appear on the stage of history. As the first unified empire in history, the Qin Dynasty carried out a series of policies to strengthen centralization after its unification of the country. Since then a ruling network from central to local government levels had been built in the dynasty. The documents and archives work stepped into a more mature stage of development therefrom.The official documents system in Qin Dynasty had a great innovation in the format, operation and institution of documents, which had produced an great effect on the later development of documents and archives system.In chapter1, the thesis first summarizes the material and shape of the Bamboo and wooden slips, including the selection of material,repairing, writing and compilation, sealing, and other basic information,in order to make a broader description about the Bamboo Slips.Then I made a classification of the documents according to the different nature and designation in Liye strips of Qin.In chapter2, the thesis mainly inspects the basic structure and operation of the documents in Qin Dynasty. According to the content of Liye strips, the writing format of administrative correspondence in Qin Dynasty has been basically fixed since the administrative agencies already use normative and distinguishable forms of the documents and written language according to different relationship. As to sending and receiving of the paperwork, there has been specific sealing system, signing system, delivery system and management system in Qin Dynasty.In chapter3, the thesis first discusses the setting of officials that directly related to the archives work at the grassroots level in Qin Dynasty, and then focus on the management of paperwork in local government, Including the transcript system, files collection system and classification system.And from what we can see the way to manage administrative files in Qin Dynasty is quite consistent as we are now.Bamboo and wooden slips are both archives and cultural relics. Liye strips of Qin is an important supplement to the study of documents and archives system at the grassroots level in Qin Dynasty. It has very high value of archives, calligraphy and history, since it provides rich and intuitive materials for us to study the grassroots social of the Qin Dynasty. While It is still a issue worthy to discuss that how to make use of the economic value about Liye strips of Qin, how to make scientific protection and rational development of it, and how to balance the input and output of the social resource.
