Since China’s reform and opening up, along with an influx of foreign capital enterprise, our country is increasingly showing the position of world processing factory, at the same time, enterprises in our country also startes to go abroad, and develops foreign direct investmentAnd multinational operation, and carries on the global economic activity. Although foreign investment in Shandong province has made greater achievement, it is still in the initial stage of development as a whole. At present there are many problems hinder the healthy development of foreign investment in shandong province. At present, the informationization has become an important branch and power to promote social progress and development. Department of commerce of shandong province makes major decision that promotes the building of informatization,in order to keep up with the trend of the era’s progress and development trend of the world. Department of commerce as a national important institutions, not only relies on high-quality, professional team and scientific, standardized, strict management, but also relies on advanced science and technology. It is imperative to research, develop, design and implement a Shandong province foreign investment cooperation management system.This paper describes the design and realization process of Shandong province foreign investment cooperation management system using the standard modeling language UML.Firstly, this paper describes development background of the system and introduces the current work status of department of commerce. Secondly, this paper analyzes the role of user, and describes the functional requirements using the case analysis method, and presents the non-functional requirements. Thirdly, this paper introduces the overall architecture and function structure of the system, and describes detailed design of part of function by static model structure and dynamic timing diagram. At the same time, describes the data model using E_R diagram, and introduces the structure design of part of database table. And this paper shows part of implementation function and code, and describes part of implementation process of the system by activity diagram. Finally, all the work is summarized in this paper.System adopts B/S system structure, designs and implements platform business logic processing by technology such as Struts, Hibernate, spring platform, JSP, XML and so on, uses SQL Server2008as the database server, and realizes the function of each user by role. Enterprise users have the territory subject management, established business investment inquiry, applying for certificates, certificate inquiry and territory subject input, and other functions. Users of department of commerce have enterprise inquiry; certificates statistics, territory subject modification management, substitution recording application, overseas investment, and other functions.However, managerment users of department of commerce have the annual report management, quarterly report management, enterprise abroad management, domestic investors management, user management, etc. The design and implementation of the system provide an electronic platform for Shandong province foreign investment cooperation management.Shandong province foreign investment cooperation management system implements the business management work of department of commerce by using modern information technology and informatization methord, and speeds up the transformation of department of commerce of Shandong province from traditional mode to the modernization and informatization management, at the same time, laies a certain foundation for economic development in shandong province.
