The Study On Implementing Effect Of Three-Network Integration Policy And Countermeasures In Inner Mongolia

Nowadays, with the rapid development of information and communication technology, three-network integration has become the mainstream of era. In this environment, three-network integration in Inner Mongolia has also been promoted gradually. Because of the situation of Inner Mongolia and the actual strength of the enterprises which participate in integration, the progress of integration is relatively slow, so how to improve the integration speed of Inner Mongolia becomes a problem which faces the government, the competent department and the integration-participating enterprises. From a practical point of view, on the one hand, people in Inner Mongolia are in urgent demand for information and media, but the lack of rational analysis on the media. On the other hand, there are trade barriers among the internet industry, telecommunications, and broadcasting industry, resulting in the fact that information integration and information communication are not smooth. All these factors will affect the pace of three-network integration. To analyze specifically, there are some problems in the aspects of Infrastructure construction, supervision policy, industry environment in three-network integration in Inner Mongolia. Accordingly, this paper starts from the current situation of the development of three-networks integration in Inner Mongolia, aims at the existing problems in three-networks integration, refers to the advanced experience and practices in other cities, and, finally, proposes the appropriate policy for three-networks integration in Inner Mongolia. Development of this paper involves five aspects of three-network integration including, the present situation and policy environment, policy effect, defects and the reasons, domestic and international integration experience and measures, and the suggestions of perfecting three-networks integration in Inner Mongolia. This research is intended to serve as policy support for the successful implementation of three-network integration in Inner Mongolia, and enlighten the cooperation and exchanges between telecom, internet industry, broadcasting and television industry so as to promote Inner Mongolia completely to enter intelligent era.
