With the development of Internet and terrestrial space technology,an important trend has come that satellite system can serve every users. it using satellite technology which provide Internet services to achieve worldwide communications. Satellite system also play an important role in the next generation Internet. For a military command system, information warfare based on network, is an important symbol of warfare modernization. How to build tactical communications network which is one of the most important point.Tactical communications network is a peer to peer military wireless command communication network, it’s biggest feature is the sharing the information wherever in the sea, land, air or space, and its communicate-keep-moving feature make it become a preferred battlefield communications network, so the attention is paid by the national armed forces. Face to the change of military technology, all the nations launched the study, and actively build their own tactical Internet.This paper describes the architecture of tactical communications network, it is a five levels network, each level has different functions. Then it describes the TDMA protocol of tactical communications network, through analyzing its synchronization mechanism and slot allocation mechanism to ensure a suitable TDMA protocol, that applied tactical communications network. Network layer protocol in tactical communication is described, through analyzing features of on-demand routing and table-driven routing, it designs a simple, adaptable, easy-deploy routing protocol.On this basis, using network simulation software OPNET Modeler, it build up a unique tactical communications network, and its main feature is full-completion five layers network model. It is highly modular and hierarchical, and it is able to meet demand of network, also provides a reliable basis for the next step of work. In the OPNET software, I compared DSR routing with hierarchical routing to take clear the advantages and disadvantages of both. At last, it draw some valuable conclusions, and can provide objective, reliable information for network planning and design.
