Oceans are rich in natural resources, and they are also important transport corridors for human beings. Many countries lay the hope of promoting the development of the economy on oceans. However, with the development of the Marine traffic and oil-gas industry, more and more oil pollutants are discharged into oceans, much of this is caused by Marine oil spill. In order to cooperate with the local oil spill emergency agency, we need to monitor the condition of oceans, and inform them that the specific location of oil spill area timely to reduce the loss of accident. Therefore, it is an important subject to monitor and localize oil pollutants in real time.Wireless sensor network, as a kind of brand-new information acquisition and processing technology in target tracking, have a wide range of applications in the field of target tracking, intrusion detection and other fields which are relative to location. On one hand, the cost is very high when using traditional localization technology to localize the location of oil spill. On the other hand, the wireless sensor network has features of low cost, low power consumption, small volume, self-organization, strong dynamic, large scale and so on, so it can be used well in our research subject. This dissertation designs a low-cost, low-energy real-time monitoring and management system for oil spill based on Zigbee technique, SIP, database and localization algorithm. The anchor nodes in this system obtain their own location information through GPS, and other unkown nodes get their own location information through the localization algorithm, then they transmit the location information to the gateway node. The gateway node transmit the collected location information to the server that far away. The server is responsible for displaying the position information of each nodes on the screen and storing them into database.In this dissertation, firstly, it expound the Zigbee network, wireless sensor network localization algorithm and other key technology. Secondly, dissertation make an introduction of hardware platform JN5148and software platform Eclipse. At last, dissertation implement a real-time monitoring and management system for oil spill successfully, thus it provides convenience for the dispose of oil spill accident.
