The popularity of ubiquitous intelligence and ubiquitous network spawned the emergence of ubiquitous information environment. This environment is a new information environment that is omnipresent, universal, comprehensive coverage. And can form a fully functional, interactive information sharing space according to data, tools, equipment and people. Faced with such a new information-sharing environment, the public library as a service model of information center must change to achieve ubiquitous services to meet the diverse information needs of users at anytime and anywhere. This paper uses the new ideas and new information technology of ubiquitous information environment to build a ubiquitous service levels, in order to achieve ubiquitous service of public library. This research are divided into the following five sections:The first part introduces the background of this paper and describes the background of the formation of the ubiquitous information environment. And briefly summarizes the domestic and foreign related theoretical of ubiquitous information environment, further discusses the main contents of this paper, research methods, technology roadmap and innovation.The second part introduces the basic theory related to ubiquitous information environment. It mainly explains the formation of the Pan-information environment, the main content and features, and based on this, analyzes the impact of ubiquitous information environment to public library services, thus indicating the need for ubiquitous service levels of public libraries to build.The third part describes the support elements to build service level of public library in the ubiquitous information environment, including three aspects:concept of service, personnel systems, technical support. And then put forward the built objectives of the ubiquitous service level.The fourth part specifically discusses the public library service level from the following three aspects:the innovation service layer of public library, collaborative alliances service layer based on pan extension of the network and service layer with other agencies elaborate.The fifth part is a summary and outlook. On the basis of summarizing this paper’s research results and shortcomings, it proposes future research directions.
