With the development of economy and science technology, people have become moresophisticated about management in industries, they begin to transfer from manual to automatedmanagement tools or semi-automated management tools. Mobile phone is endowed strongcomputing power by the development of new technologies in the field of mobile computing, whichhas become an important growing trend of individual Web applications and computer platforms inthe future. Currently, the meter reading is the most widely used as aids in the meter readingindustry, which is used to rig out MRs, reduce the workforce effectively and improve theefficiency of meter reading, but it still has some drawbacks, such as using the naked eye to readmeter, entering numbers into meter readings by key, etc. using these methods will result inEstimated copy, wrong copy,"human copy" and other issues.In allusion to the inadequate on the way of getting meter reading and the development trend ofmobile Internet, a meter readings recognition system has been developed based on Android platformin this article. The system mainly uses phone with Android operating system to take picture formeter reading, automatic positioning, extract and identify meter-numeric characters, then, theidentified results and meter picture were packed into the machine and uploaded to the server aftercompleting the water meter reading.This article has started from the basic processing methods of meter image, according to thecharacteristics of meter image, using the guide frame, gray, filtering, image enhancement, the basicmethod binarization and morphological processing to process the meter image, which improve themeter image quality effectively, highlight the meter character features greatly. Under thecharacteristics of meter readings region,Firstly, the meter reading area was located roughly by therelative positions of the guide frame and posited precisly by matching m character. Secondly, usethe projection method on meter readings to project the vertical area, and utilize the fixed rules ofstatic boundary projection method to split numeric characters combining with projection extremepoints. Lastly, focusing on character recognition, the existing methods of character recognitionwere compared and analysised, the single character was normalized and thinned. CSSSombiningwith the inherent characteristics of the characters, the improved Hausdorff template matchingmethod was used to recognize the semi-character or whole character. The local method of characterrecognition was developed by Android NDK, ultimately, the lgorithm functions such as takingpicture,focusing, water meter character recognition and preserving images were designed and achieved based on theAndroid platform,.Finally, the results and test results were shown in pictures, the system can successfully identifythe meter readings. The method of the whole system is simple and applicable, which has a goodanti-jamming capability, the algorithm not only can be applied to water meter reading system, alsocan be applied to other meter reading, artifacts code detection, etc.
