At present, both in public places or areas such as telemedicine, remote conference schools,supermarkets, highways, train stations, subway, etc. we are able to see the video surveillance. Inrecent years, with the promotion of Peace City态the impact of the Shanghai World Expo and aseries of large-scale events, video surveillance system has made great progress, and becomes a hottopic in the security field. Compared with the traditional wired video surveillance, wireless videosurveillance has the advantage of farther transmission distance, smaller network delay, lowercost,and it is not restricted by complex landform like mountains, rivers. Therefore, the research on3G wireless video surveillance system is important.This article describes the related technology,including H.264codec technology, RTP protocol,SIP protocol.And then after analying the whole structure of the system, system scheme is designed.This article focuses on the design of the client software.System software contains the followingoptions in the main interface design: system settings, user management, video display window, thecurrent system time, bit rate and monitoring time, begin monitoring, stop monitoring, adjust thevideo quality on the system,window switching and video transmission, monitoring, screenshots,etc.Finally, it elaborates the implementation of media streaming based on RTP protocal, SIPprotocal and the implementation of the Windows message reflection mechanism.Finally, after analyzing the result according to a completely functional test, it can conclude thatthe video surveillance system has the advantage of lower packet loss rate, better real-time, bettermonitoring.Moreover,the stability of system is much better. Design of the system meets therequirements of video surveillance systems and the needs of users.
