Government-funded Projects Individualized Pushing System Design And Implementation

As a crucial part of government information’s disclosure, government-sponsored program is a window for enterprises to learn science and technology policy of government. There are a lot of program which are dispersed at internet,so the companies have no choice but to search on internet for each program.To solve these problems, this paper raised a personalized push system of government-sponsored program. Its main goal is to push these programs in real time to enterprises effectively and conveniently so that they can apply these financial supports in time to research, development and innovation, which can promote the national innovative construction.The main work of this paper are as follows:1. Searching for government-sponsored programsSince these programs are interspersed on the websites of governments of all levels, specified web crawler technology is needed to capture the data. Web crawler based on Heritrix is adopted in this paper.2. Integrated analysis of the data of programsData captured are originally in HTML format, so HTML Parser is adopted to parse the data efficiently and to make further efforts to form the standard format of the push system of programs.3. Select Pushing PlatformUse WeChat as the pushing platform. TF-IDF algorithm is utilized to extract eigenvalues of the project,Get corporate interest by WeChat platform, At last,By computing cosine similarity to realize personalized push.4.Evalutate the personalized push systemFirstly, evaluate the performance of the project crawling efficiency.Secondly,we calculated user’s satisfaction.Finally,analysis the effect of the personalized push system.
