The global information industry is developed quickly with business requirements, particularly the multimedia business needs being continuously on the increase. The development of video business can greatly improve communication efficiency and management efficiency and reduce operating costs. With the diversified development of wireless network, a single wireless network cannot meet people’s diversified needs of the business. Therefore, the next generation wireless network is gradually to be the fusion of multiple wireless networks. Triple play refers to the telecom network, broadcasting television network and the Internet cooperated with each other, which is the integration of various multimedia services. As one of the most important services in the future and the video service will no doubt be a highlight of the whole industry chain. Mobile TV, as the main technical standard of the video business, mainly refers to providing multimedia video services to the user in the mobile terminal through a cellular network or a digital broadcast network. In China, Mobile TV is a fledging technology, and still slightly lags behind the mature technology of Mobile TV in foreign. And currently there are two methods to achieve Mobile TV, one is making use of satellite or terrestrial broadcast, such as CMMB, the other is making use of cellular mobile networks, such as the TD-MBMS. The difficulty to achieve Mobile TV is larger than other businesses, such as voice. The main problems to achieve the Mobile TV are high requirements of transmission rate, power consumption, QoS and so on.This paper introduces the characteristics of wireless heterogeneous networks and the existing handover algorithms in the heterogeneous wireless network. Then the network architectures and technical advantages of TD-MBMS and CMMB are analyzed and compared.We make some analysis about TD-MBMS and CMMB and put forward a converged network. And based on two different scenarios, including the slow terminal and fast terminal, a handover algorithm is proposed in the proposed converged network. In the scenario of slow terminal, we proposed a handover algorithm based on HMM and made a simple simulation by C programming language. In the scenario of fast terminal, we proposed a handover algorithm that mainly based on the RSS and supplemented by the position and velocity of terminal. At last we use the software OPNET to achieve simulation about the performance of the proposed handover algorithm, and the merits are analyzed according to the simulation results.
