When the public emergency happens, fast,accurate and objective information communication will undoubtedly provide a goodmoment to reveal event, restore the truth and response. While, microblogs which ownthe advantage of fast transmitted information release, the wide range, the diverse exhibitways and vigorous interaction, play an integral role in information spreading andemergency response.The paper based on the communication theory, attribute to the microblogs"Micro-We Media" and "Micro-portal" and information decentralization and balance inpublic emergency, to explore the microblogs "public opinion field" effect, the formationand diffusion mechanism of microblogs public opinion. This paper thinks that, theoriginal microblogs information fragmentation trends, the multi-node informationdissemination based on social network, and microblogs "opinion leaders" guideconstitute the microblogs "public opinion field", showing a phenomenon between therepeated compromise and integration issues.The study deal with "4.20Lushan earthquake" occurred in Ya’an City, SichuanProvince as the analysis of samples, analyzing microblogs’ function on the formationand spread of public opinion about public emergencies, including seized the firstmessage placement, provided warning platform, reported the situation rapidly andintuitively, provided information services of multiple channels for the rescue work,urged the event carried out steady, and strengthen the communication of mainstreamvalues. At the same time, analysis the information game between public microblogs,media microblogs and government microblogs, and reconstruction of the pattern ofpublic opinion, to explore the possibility of current shaping public platform and spatial. The study pointed out that the microblogs public opinion has characteristics ofcontrollable and uncontrollable. Microblogs public opinion has "double-edged sword"characteristic in the public emergencies, but with the disaster information flow tomicroblogs and micro-message, the new media itself is difficult to overcome thenegative spread rumors and preference information, appeared to deliberately digestionon the mainstream value, the network public opinion unilateral presentation, rumorsspread, and the hidden dangers and virtual reality of violence.The research based on the theory of social control, constructing the social controlmodel of microblogs public opinion in public emergencies, including reshaping the newmedia literacy of net-citizen, strengthen the public opinion guidance, enhance the role ofopinion leaders, perfect microblogs technology platform, regulatory supervisionmechanism microblog opinion system, and strengthening public emergency informationdisclosure to improve the future development microblogs public opinion.
