In recent years, power quality problems become more and more serious and continuousattention. Power quality exceed the standard,will endanger the safety and stable operation ofpower grid and power supply equipment,reduce the economic benefit of power enterprise. So itis necessary for power quality monitoring,timely understanding of the power quality level, andscientific management of electric energy, improve the quality of power supply.This paper first introduces the power quality monitoring and management systemdevelopment background and significance, and introduced the basic concept of power qualityand the main monitoring index. And the current domestic and foreign to the electric energyquality research present situation and the development trend was analyzed. According to therequirements of the system to make an analysis of the functional requirements of the system,and introduces the environment, framework and technical development system.In the system design phase, this paper mainly through the unified modeling language(UML)to model the system, according to the analysis results from the system use case model,static and dynamic models of the system, and the system use case, static and dynamic modelwas further refined. Using the modeling methods of UML, reduce the complexity of the system,optimize the modeling process of various stages of the system, improve the quality andefficiency of software development. In this paper a detailed database design and realize thefunction of the system.This system can help enterprise through the power quality monitoring and management in theuse of energy to achieve quality management effect: through the energy management datasystem safety assessment, improve the electricity reliability, improve energy management level;according to the monitoring data, formulate corresponding measures, reduce the power systemtransmission loss, improve power quality, improve safety according to the energy consumption,increase the load rate; the report of various methods, improve the efficiency of electricequipment, lifting equipment technology level, prolong the service life of equipment, reducemaintenance workload, optimizing operation, reduce the unit product energy consumption.
