The earth station currently equips itself with centralized networks management system. It can monitor most equipments operated on the upside of the satellite’s physical link, specifically, enforces Remote Terminal where the majorities of devices used for broadcasting programs functioned from Optical fiber transmission ends to Satellite uplink antennas can be observed and the parameters of which can be adapted. In the process of satellite transmission, communication carriers travel through atmosphere and are affected by phenomena in it, including atmosphere absorption, radio scattering, atmosphere noise, precipitation, Ionosphere Scintillation, Faraday rotation and sun outage etc. To guarantee superior signal beneath the coverage of Satellite, making sure terminals are continuously under reliable EIRP coverage, operational program with scientific logic should be firstly established based on weather or channel variations, which then be developed further to realize Automatic action protection of Satellite uplink system.This paper aims to investigate following aspects:sourcing theoretical foundation of system design, based on which establish reasonable System logical principles; developing system and proceeding related test; researching on effects of Rain Fade and other considerations and on its estimation via scrutinizing index and parameter of Satellite transmission; establish the mathematic relation between parameter acquired and factors that affect Satellite Data Transmission; using mathematic relation creates reasonable logic programs, by which instruct Equipment and Management system to take certain actions minimizing influences from Rain Fade an others.
