This paper introduced the developments of the Ka-band satellite communication, discussed the influence of the radio wave propagation caused by rain. Using the ITU-R rain attenuation forecasting model, made a detailed calculation and analysis to the rain attenuation in our country. And according to the results, made a optimal power distribution to the multi-beam antenna of satellite. Final, intuoduced the common anti-rain fade technologies , preliminarily discussed the open-loop uplink power control technology that was widely used, described the conversion about the uplink and downlink attenuation and the uplink fade pridiction algorithm. And proposed a solution about a large number of unexpected errors caused by the power control gap.In this paper, used the index mode method get the rainfall data. According to the ITU—R rain attenuation forecasting model, and based on the geostationary orbit satellite used linear polarization mode in 92°E, made a detailed calculation and analysis to the rain attenuation in Ka-band in 65 stations in our country, and made the site attenustion map. Study the worst rainfall month of the six typicl sites.Based on the calculation and analysis to rain attenustion in Ka-band, proposed a beam distribution program about on-board multi-beam antenna: using a beam with semi-power beam width of 4°to cover the northewst area affected by rain slight, using 13 beams with semi-power beam width of 1.5°and according to the similar attenustion in the same beam to cover the other areas, in order to achieve the best distribution about the limited power on satellite.Final, proposed a adaptive HEC (correction after test) to solve the unexpected errors caused by the power control gap.
