As the management of substation changes from man-on-duty to unattended, fromsingle substation to centralized control centre including regulation, operation andmaintenance, patrol. All of this brings the changes for various business process andthe changes for human-resource, material-resource.The mainly purpose of the changes for management mode is “safety first, benefitpriority” for the technologies of computer, network-information, mobilecommunication, Internet of Things, are progress, they provide sufficient technicalsupport for fulfilling the management mode.In order to keep safety,《Electrical power safety procedures》set rules ofmanagement and technical measures for switching operation. The managementmeasure is a regulatory framework for operation order and mutual monitor (aoperation staff and a monitoring staff), technical method generally is microcomputersystem for anti mis-operation.The System for preventing electric mis-operation by microcomputer mainlyprevents five malignant operation accidents: into electrification space, turn on/off theisolation switch with on-load, turn on the isolation switch with ground connection,turn on the grounding switch with electricity, turn on/off breaker mistakenly. It canreduce safety accidents caused by mis-operation such as harm for people, device andpower grid. But the digitization and information of the switching operationmonitoring by the monitor can’t come true, So the study is designed for thesefunctions as below:1)Authorization management for using mobile terminal2)The electronic operation tickets is downloaded on mobile terminal,Themonitoring function for overall operation process on mobile terminal, such as record the key time, interrupt operation items, terminateoperation order, cancel interruption and so on.3)Return the operation results.The necessity of monitoring device switching operation,the current situationand the key questions at home and abroad is described in the article。Bycomplying with the rules of the economic utility,Platform and good compatibility,Based on The System for preventing electric mis-operation by microcomputer,thearticle described the system design,the detail design and System Deployment andinstallation of software.The software framework, the key flow path and Object-Oriented Developmentbased on Android platform for the system of overall operation monitoring are deeplystudied. the key functions are such as the Authorization management, downloadoperation tickets anytime and anywhere, the monitoring function for overall operationprocess (pause, stop, cancel) and return the operation results. The interaction betweenmis-operation computer and smart key is by mobile terminal. The Closed-loopmanagement for operation process is accordingly implemented. by the way, Thepapered operation ticket r is replaced by the digitalized ticket.The big defects from online five types of mis-operation on computer and fromthe wireless mode in smart key are solved, the method for gathering the operationstatus by video monitoring supporting system is refused. Based on the generallyapplication of the mobile terminal and Wireless public network, the research isdesigned quickly and costly.
