With the development of information technology, the Internet is affecting people’s daily lives, and how to find the information easily has become the focus of information retrieval research. In traditional information retrieval methods, some search the information resource mainly through keyword without considering the semantic relationships. It brings a lot of trouble to users and make them select information from a large number of searching results. These methods get low performance in the recall and precision. The development of ontology provides a foundation for semantic retrieval, and semantic reasoning can improve the performance of traditional retrieval effectively.This paper summarized the research results of domestic and international information retrieval, and analyzed the advantages and disadvantages of traditional information retrieval technology and proposed a semantic retrieval model based on the educational resources domain ontology. It can use the metadata standard to describe the user’s queries and documents. This paper contains the following contents. Firstly, we study the basic theory about ontology and the semantic web. Secondly, we study the metadata standards of Chinese E-Learning Technology Standards and analyze the Internet educational resources according to the metadata standards. Thirdly, we propose a new construction method of ontology which developed from a clear seven-step method and a rapid skeleton method, and construct an ontology with knowledge annotations to educational resources. And then, we define some ontology reasoning rules combined with the relationship of the concepts which provided the foundation for semantic expansion. At last, we study the key theories and techniques of traditional retrieval model and carry out a detailed design processes for information retrieval system. We realize an ontology-based semantic search model and use some examples to describe it.
