At present, as the continuous development of the social and market economy, geological data has become an important information resource to support social andeconomic construction.China has a sizable Final Geological Data Collection. Thedemand for the Final Geological Data Collection keeps growing, especially the deepprocessed data.In2006, the promulgation of "The Decision of the State Council onStrengthening Geological Work” made the secondary development of geological dataservices become the focus of widespread concern. The secondary developmentservices to the final geological data collection can be widely used for the governmentdecision-making, resource development, enterprise investment. In this context, this paper makes a preliminary study on secondary developmentservices to final geological data collection. This paper firstly describes the importance of geological data exploitation to thestate and social development needs of a wide range of geological data anddevelopment results. Based on this, the paper raised the topic of this article, supplyideas for the study.Secondly, it states the basic concepts and classification of geological data, andthe basic concepts of secondary development services to final geological datacollection. The secondary development service to final geological data collection isdefined as public service products by the theory of public goods. According to theneed-hierarchy theory, secondary development services to final geological datacollection are the advanced stage of final geological data collection services. By thetheory of value-added information, it explains the meaning and value of secondarydevelopment services to final geological data collection.Thirdly, it analyzes the current status of secondary development services to finalgeological data collection from the data collection base, institutional arrangements, and the service status respectively.Fourthly, it builds up the system of secondary development services to finalgeological data collection, and explains the service principal, service users, serviceprocesses and safeguard measures. Finally, it learned that the demand for final geological data collection services haschanged from ordinary lending services to comprehensive research and analysisservices. And there is a huge potential demand for secondary development services. On the basis of strengthening the independent development of the public sector, thecustomized development should be enhanced and commercial institutions should beintroduced.
