The Way Of Survival Of Provincial Terrestrial Channel TV Legal Program

With China’s reconstruction and promotion of socialist legal system, Chinese TV legal programs achieved a significant progress over the past30years, which varied in program forms and contents. Based on the mature programming process, it has become one of the most influential Chinese TV program types, seeing from CCTV or provincial television stations.The extensive influence producing from legal programs of the central TVs made them the weather vane in the TV industry for a long time. Meanwhile, the technology advancement leads to a boom in legal programs of the provincial level. In June2011, with the cooperation of Anhui Provincial Department of Justice, a publicity thematic program called "Front Line" has been launched on Anhui Science and Education Channel, providing a new public opinion position for Anhui Justice Administration system. Since its born, the audience ratings has improved steadily, and attained an obvious and increasing social influence.However, as the broadcasting platform of "Front Line"—Anhui Science and Education Channel, belongs to a provincial terrestrial channel, which has brought in limitations to the development of "Front Line" to some extent. On one hand, compared to TV legal programs of CCTV and provincial-level televisions, it is difficult for "Front Line" to obtain strong human resource, financial support and wide influence. One the other hand, programs of this kind at the provincial level are not localized as city levels. Under the system of "4-levels TV Establishment", the living environment of the TV at the provincial level sticks in an embarrassing situation.To study this dissertation through the theoretical study and empirical study methods, this dissertation firstly introduces the development process of Chinese TV legal programs, and summarizes the characteristics of the programs at different stages. Then through the overview of the development process, presentation of the distinguish characteristics of the program, and the analysis of competition crisis, it tries to find better development strategies, hoping to provide some beneficial reference and enlightenment for the survival and development of TV legal programs on provincial terrestrial channel to achieve both theoretical value and practical and innovative results in the future.
