Analysis Of The Whole Process Service Outsourcing Practice In Anhui District Library

Library is derived from the Latin, meaning "with books". In this sense, library can be interpreted as "place of books collection". At present, the traditional library idea has been ingrained. Only foreign free services and advanced concepts, the introduction of a new type of power can promote the development of library in China. In recent years, the practice of administrative and non administrative system to the effective implementation of public cultural service functions has become a new project in the reform and opening up policy. Public libraries has an underestimated role in promoting social progress and supporting the local economy, developing technical skills, stimulating individual creativity, improving the overall level of intelligence, helping the government to achieve economic goals. Existing public libraries in the province district have many backward and problems. Like Hefei, there are only small number of small public libraries, small scale. Hefei has a total population of7.5million, of which the urban population of3,000,000. The building area, population served, the radiation range, location, etc. have been unable to meet the needs of the cultural development of Hefei.This paper attempts build basic theory of the whole process outsourcing services on relevant theories. By practical research and summarize on some running district-level library full service outsourcing projects in Anhui province, it indicates the main issues that government and enterprise should focus and improve. This paper elaborates in6parts and draw relevant conclusions in the form of survey report.The first part introduces the basic subject. Library Services Outsourcing is a new library management model in China and a hot issue in the library community under study. There is a lot of experience worth learning for the whole process outsourcing services of Anhui district library.The third part is mainly about Anhui province library contracting service corporation-RuLin Library Advisory Service Limited Company. It will have a detailed introduction and analysis of several running district libraries service outsourcing practice in Anhui.
