Design And Development On The "One Stop" Service Document Circulation For Hunan Provincial National Revenue

In recent years, our country has paid much attention on government ethics andefficiency construction.The implementation of 《The law of administrative license》has had a far-reaching impact on the transformation of government functions andadministration by law. Government departments have introduced embodiments torealize administration by law and improve administrative efficiency.“One-stop”service as an important part of the law and admistrative work,is essential for theimplemention of law and admintrative work. With the implementation of “one-stop”service, the State Administration of Taxation has put forward higher requirements tothe management and assesment of “one-stop” document.Under this background,thispaper tend to develop a management system of “one-stop” document flow(also called“performance management platform”). The purpose of “one-stop” document flowmanagement system is to establish a set of management practices、fully functional、stable、good interface for computer management and assessment system and providestrong support for the management and assessment of “one-stop” document, and wehope it can promote the development of “one-stop”service.In the first place, this paper introduce the development background、 practicalsignificance、research idea and research methods of “one-stop” document flow ofmanagement system(“performance management platform”); then this paper introducethe development theory of “one-stop” document flow of managementsystem(“performance management platform”)，this can lay the theoretical foundationfor the construction of “one-stop” document flow of managementsystem(“performance management platform”);then this paper introduce the needs of“one-stop” document flow of management system(“performance managementplatform”), at the same time,we design of “one-stop” document flow of managementsystem(“performance management platform”) from the perspective of the overallstructural design、function modules and database files;at last,we test the “one-stop”document flow of management system that we design (“performance managementplatform”),we also make some improvements as to the shortcomings of the “one-stop”document flow of management system that we design,and make it meet the needs of“one-stop” service.The development of “one-stop” document flow ofmanagement(“performance management platform”) of this paper can make a supplement to the disadvantage of a comprehensive collection of software andenforcement assessment system in the management of tax related documents.“One-stop” document flow of management (“performance management platform”) canplay a great role in improving administrative efficieny and riching service means.
