With rapid development of information technology and mobile Internettechnology. People have become increasingly rely on mobile terminal devices toshare information and work. In recent years, collection, storage and transferredon video have been become more convenient as development of streaming mediabusiness, and mobile video has been applied in many areas, it includes the fieldof e-government. The real-time video function made the government beenunderstood through the portal by public in time. So the mobile e-governmentsystem has become a new platform of communication between government andpublic, it boarded the pathways, the scope and means of government informationopened service, and government has got more efficient and convenient for thepublic. So design and development of mobile e-government platform with videofunction have a certain practical application value. It improved the efficiency ofthe civil servants and government transparency.Mobile e-government platform with video function aimed to designinformation platform for e-government with real-time video function that usedtechnology for mobile streaming media. To realize the scan and interactive officeto terminal accesses the server of streaming media. Client could see the real-timevideo by mobile. This paper had introduced the key technology for mobilestreaming. It includes the transmission, control protocols and compression codingtechnology of mobile streaming. And it has to demand analysis for mobilee-government platform, a detailed analysis of key business for mobilee-government server. The overall design on composition structure, workflow andbusiness management of background, and this paper describes the design andimplementation of server, it includes the overall architecture and each module.And it included the master control module of the server, streaming media serverand interaction between servers. Video encoded adopted H.264compress coding standards, and video transmission by protocol of RTP/RTCP. It reached a target offriendly interface and high efficiency with video function. Finally, through theanalysis of test results, and test of each part function, it shows the results havesatisfies the designed requirement.
