With the rapid improvement of computer technology and electronic technique, human society has already entered into the society of information which kernel is computer science. In the information society, people need a large quantity of high-quality computer software to obtain, handle or communicate all kinds of information. The tech of database utilized most widely now is one of the fastest fields in the development of computer science technology, and also has been the core tech and significant foundation in the computer information system and its application system. The development and application of database software is one of the most important symbols in the modernization management of enterprises. In recent years, followed by the faster construction of nation-wide industrialization and small towns, the development and application of water resource becomes faster too. The surface water has not already met the need of people’s producing and living. The underground water has been over-extracted in some areas where water level goes down continuously and sea water encroachment happens frequently. Moreover, in some districts, because urban sewage, domestic waste as well as chemical fertilizer and pesticide used for growing corps has been seeping into ground, the underground water pollution becomes more and more seriously. In these areas, people are deficient in water resource and there is no adequate and sanitary water for them. So, it’s a major issue for national welfare and the people’s livelihood to protect underground water, use it rationally, and invest more for its management.The MIS is based on the working requirement of Dalian Urban Water Supplying Management Department, using the conceptions, theories, technologies and methods of modern software development project, adopting mixed model of C/S and B/S, applying database tech and PowerBuild application software system. It takes full advantage of object-oriented design idea. Basing on the requirement analysis, it builds client needs and data model and realizes real-time data browsing, processing and querying. The system has five function models which are system maintenance, data maintenance, GIS inquiry and analysis, report management and Web MIS. It improves the OA level in the department, economizes the human resource and enhances the working efficiency. This article expatiates in detail the requirements, design ideas, theories, methods and the procedure of realization for the MIS.
