The world population are aging. It’s an urgent task for every city to address the problem, especially for the city of Shanghai, which has a large proportion of senior citizens. A combined mode of home-based caring and institution-based caring is the first choice for most of the city’s senior citizens and thus comes to be an ideal solution. Therefore, a sophisticated IT system is necessary for supporting tasks such as to store, process and communicate information, etc. Fortunate for Pengpu neighborhood, its Smart Caring System for Senior Citizens is on the first page of the neighborhood’s to-do list as the government has put aside the budget, the city’s major telecommunication companies and large IT companies are actively engaging.A system designed for a developing society should be one based on advanced theory and technologies. Smart City theory, integrating previous city development theories such as city informationalization and digital city, etc., provides wide ingredients for the System. In Chapter Two, we focus on three major technologies of Smart City:Internet of Things, Ubiquitous Network and Cloud. These three technologies point the way for the System and enables it to be open, practical and progressing.Chapter Three to Six give detailed design and implementation process of the Pengpu Neighborhood Smart Caring System for Senior Citizens. Chapter Three gives background information of Pengpu neighborhood and sets up multiple targets of the System. Chapter Four focuses on networking and hardware facilities. Chapter Five illustrates the System’s sub-systems and modules with work flow charts and diagrams based on requirement analysis, and therefore determins the data structure. Chapter Six tries to implement the System by using Oracle for data storage, using B/S and C/S structure to connect the server with IPTV set-top boxes, which are very important terminals of the System. Several core modules (the Task Manager module and the Family Manager Grader module) are expanded in detail, since they are good examples of the implementation of the three major technologies of Smart City discussed in Chapter Two.
