Integration of computer technology, network technology and mobile communicationtechnology has driven the development of network education, distance education andcomputer aided education. Whenever and wherever possible learning, lifelong learningbecomes a trend in education, the mobile Internet era will lead the development of MobileLearning. Especially the popularization of3G and WIFI, and the new media technologymature gradually, more and more people use mobile devices to watch the video. To assist theeducation and teaching for many years the use of video technology, techniques used indifferent historical stage are different, how to use the video educational resources on themobile terminal has also become an important research content in mobile learning.This paper analyzes the related theory and the characteristics of mobile learning, forvideo educational resources used in mobile learning of this education area makes thefeasibility research, including the concept, characteristics and theoretical basis for mobilelearning,analysis mobile learning resource application, and on this basis to design the mobilelearner video resources-micro video course. And then introduces the relevant technology andknowledge necessary for the development of micro video course of mobile learning systems,mainly for mobile communication technology, mobile terminal equipment, video streamingcompression coding, HTML5and other system composition analysis. Then use the three layersoftware architecture design pattern to design a mobile learning system based on micro videocourses, including the system demand analysis, the design principle, the developmentplatform, the design of each functional module, database design, client and server design.Then, use the development tools Visual studio2008+asp.net3.5+HTML5+CSS language, thedatabase uses Access, set up in a mainly mobile terminal cross platform mobile learningsystem based on micro video course. Then show this system is implemented, and test thesystem function of each module and the analysis of its results. Research and Prospect of thisthesis finally summarizes.
