Nowadays, the tendency of Political and Economic Integration has been developedgreatly. The e-government, which represents the new functions of governmentmanagement, appears some different features, such as electronic, automation andpaperless. That’s the reason why e-government develops quickly in most countries.Information express has been advocated well in the world and e-governmentconstruction is ranked No.1among all the five information express construction.Therefore, we can consider that e-government is unescapable in the development of oursociety and it’s leading the informatization of our society.The author, as a technicist in information technology of Tai’an Highway Bureau,put forward this issue based on the planning of informatization development, which isabout building e-government system in conformity with its own features. Since, theinformation technology constuction in Tai’an Highway Bureau still stays in traditionalforms, such as network sharing, e-mail, fax, etc., it can not meet the needs of currentrequirement. In this background, according to the real feature of Highway Bureau,likely complex organization structure, large scale work loctions and businesses, wepropose the development scheme of Tai’an Highway Bureau e-government systembased on B/S (Browser/Server) structure, in which we adopt BPM (Business ProcessManagement) and electronic signature technologies based on ActiveX to integrate allthe businesses. Finally, we will provide information management service to citywidehighway system.The main work of this dissertation is as follows:Firstly, taking e-government concept and construction principle as springbroad, wemake detail requirement analysis for system based on the real fact of Tai’an HighwayBureau, including use case model and business process according to UML (UnifiedModel Language). Besides, we also introduce the requirement of the systemperformance and security. Secondly, in system design and implementation step, wepropose the system design principles and system whole architecture design. Meanwhile,we also give the system development environment. We choose J2EE platform, adoptMVC design model and develop the system based on Struts2technology. In this step,detail function design and implementation focus on the cooperative work and electronic signature based on ActiveX technology. Further, we also design and implement businessprocess management engine in order to adapt the continuous business change for Tai’anHighway Bureau. Besides, we introduce the date model for system development. Finally,we take system expriments to test and verifiy our design and result system, and we alsoshow the system interface according to a running fact.
