The Design And Achievement Of Budget Control Subsystem In City Level Tobacco Company

Under the guidance of strategy plans in enterprise and public institutions, budget control is a fundamental management activity which thinks about all kinds of resource condition, predict and prepare running activities and financial affairs in the future. And through the process of monitoring actual operation, it analyses and compares the differences between the goal and actual operation constantly, so that the budget control guides the improvement and adjustment of running activities immediately to ensure the achievement of strategy development project. Under the circumstances that the enterprise, the enterprise now is facing contend and want to develop, the budget control shows more and more significance. Especially for the major enterprise, the formation and execution rate of budget control is one of the factors which is so important that decide the competitive power, even the survival or extinction power. For major enterprise, budget control is also a complex systems engineering, dealing with the work in this field of the general analysis and use of the every whit in the system resource and the monitoring in the execution process of different levels in the current time. The efficiency of budget control itself already was the problem which needs most attention, so budget control informatization becomes the inevitable choice.This article contains the author experience happened in the process of the development of budget control informatization system and portrays the process of the system’s demand, design and achievement. First the author surveyed and analyzed the demand of budget control in tobacco enterprise, later confirmed the functional needs and non-functional needs, and then portrayed every function module using use case time series and other tools, at last talked about the key part of the specific achievement.The system was developed by the SSH architecture and B/S model. User working page bases on the internet explorer. The front end language choose JSP and the after end uses the develop model of ORACLE. This system uses UML to portray the business demands and design to show the connection in every model, also the activity graph and sequence diagram to reveal the key business.Now, this system have integrated into the early financial accounting and other financial business parts, and achieved the desired effect in the actual work field. The practice shows that the system combined the personalized needs of production and management in the tobacco field and satisfied the management needs of improvement and innovation in tobacco budget control.
