Distribution network is at the terminal of the power system, the bridge betweenthe transmission network and the users which can supply and distribute the power, anda very important part of the power system. The connection of the distribution networkwhich has numerous equipments and covers each place, is complex. Equipmentrenewal, transformation and modification is always needed, that is the necessarycondition of the power network’s safe and reliable operation, meanwhile, thescientific and rational distribution network’ evaluation is the foundation of thetransformation and programming.The traditional distribution network’ evaluation mainly includes safety,reliability, power supply quality, and so on. The focus is reliability, and each singleevaluation is difficult to form a comprehensive evaluation result to reflect the statusof the distribution network, and is difficult to guide the transformation andprogramming. So, the state grid corporation has promulgated <Guidelines forevaluation of operation level and power supply capability for city’s distributionnetwork> to guide the distribution network’s optimal operation, construction andtransformation.This paper has a further study on the structure system of the distributionnetwork’s operation level and power supply capability evaluation and the calculationmethod of the single index. Four layers structure system of distribution network’soperation level and power supply capability evaluation is constructed by analytichierarchy process and the fuzzy theory, which stipulates the way to evaluate thedistribution network’s operation level and power supply capability. The system canmake the evaluation scientific and accurate. Four layers structure system consist ofthe basic data layer, the single index layer, the capability index layer and thecomprehensive evaluation layer.At the basis of four layers structure system, this paper developed an integratedmanagement system of the distribution network’s operation level and power supplycapability evaluation with B/S mode using ASP.NET technology and the objectoriented C#language. This system consists of the subsystem of the distributionnetwork’s operation level and power supply capability evaluation and the subsystemof the distribution network’ fault trips statistics. The former can evaluate the distribution network comprehensively with the internal data of the electric powerenterprise, providing an advanced method for the work of the distribution network’soperation level and power supply capability evaluation, reducing the workingintensity, improving working efficiency, raising the accuracy of the evaluation result,and building proper database in favor of the evaluation. The subsystem is the practicaltool to evaluate the distribution network. The latter can make statistics and analysis onthe distribution network’ faults by users inputting in time, that make higher authoritieseasy to know the operation condition of the network.This paper has made the first engineering exploration to carry out and implementthe state grid corporation’s <Guidelines for evaluation of operation level and powersupply capability for city’s distribution network> in the work of the distributionnetwork’s operation and management. The trial operation has been made in theprovincial level, and a good practical effect has been produced.
