The Development And Application Of The Financing Risk Assessment In The C-Z-T National Synthetically Reform Testing District Project

After more than10years of development, China’s private and governmentfinancing business has been on the right track, and made positive progress in therelevant systems and regulations. But manual management mode in the financeindustry cannot meet the industry’s growing demand. Especially, there is no effectivemeans for the financing risk assessment. Therefore, in order to improve themanagement of financing risk assessment, establishing a financing risk assessmentsystem with industry characteristics, which meet the financing needs and use advancetechnology, is greatly needed for the third party credit guarantee enterprise whichundered the new economic environment.Based on the third party credit guarantee enterprise, at the requirementbackground of Changsha-Zhuzhou-Xiangtan Testing District project financing, Thisarticle introduced the related module’s requirement analysis, design andimplementation, including the risk assessment management module, financing projectmanagement module, rights management module and the general data validationmodule. This article focus on the risk assessment model that based on financialfactors, non-financial factors and assessment adjustment items, especially that thepolicy factors and other non-financial factors. Finally, based on the model, this articleintroduced the design and implementation of risk assessment management module, themodel can effectively carry out the risk assessment of financing project.In software implementation, the system uses the B/S pattern which based onLAMP open source framework (Linux+Apache+MySQL+PHP). The PHPframework uses ThinkPHP, and based on MVC mode for the development.The system can well solve the financing risk problem in Changsha-Zhuzhou-Xiangtan Testing District finance business, from the practical operating results of thesystems, the risk assessment model proposed in this paper has the characteristics ofgeneral, efficient, especially a greater business value.
