With the advent of the world economic crisis, the steel industry is facing multiple adverse factors, such as rising prices of raw materials, oversupply, product demand reducing. It became the broad concerns of the steel plant to reduce costs and improve resource utilization. The development demand of the MES system is very urgent for iron and steel enterprise because of its direct involvement in dynamic optimization management for entire manufacture process through manufacture control and process management.This thesis is developed under the background of MES project for Shouqin steel company. It is driven by the demands on planning and scheduling. The furnace charge plan, cast plan, real-time plan assignmeng, real-time status feedback and adjustment on job schedule are accomplished finally. And, some expriences of users are converted into rules database. After testing and user feedback, the system is running stably with fast calculation and simple interface design. It is in line with the user habits and the maintainability is high. System meets the customer needs, improves the work efficiency of staffs working for planning and scheduling and achieves the desired effect and purpose of thesis.At the first, the thesis describes the project background, system development purposes and topicsmotivation and the organization. The company’s manufacture process is introduced and business needs is analyzed. According to the actual demand of Shouqin steel company, we propose the specific design solutions for Shouqin steelmaking manufacture control system including business process planning, system hardware and software structure design, system database design, system features module design and the system model. Finally, the concrete accomplishment of MES manufacture management system are discussed including the the MES main database table structures, modeling of various functional modules, program development and program various types of testing. Evaluation of the system and future woks are given at the end.
