According to governmental requirements, Chinese four major basic operatorsreorganize themselves into three major full-service operators. Thereinto, China Telecompossesses the CDMA Network in the whole nation as well as the fixed-line network insouthern regions, and also develops the3G Mobile Network of CDMA2000at the sametime; China Unicom possesses the GSM Network covering the whole nation as well asthe fixed-line network in northern regions, and meanwhile develops the3G MobileNetwork of WCDMA; China Mobile possesses the GSM Network covering the wholenation as well as the national Railcom/Tietong fixed-line and broadband services, andmeanwhile develops the3G Mobile Network of TD-SCDMA. With the furtherdevelopment of network convergence work between China Mobile Company and ChinaTietong Telecom Company, the latter increases the efforts to integrate resource sharingwith network maintenance by sticking to the general requirement of “deepening synergyand promoting integration” and the company has gradually undertaken the maintenancework of base stations in Mobile Company.Aimed at the current situation of markedly increasing occurrence frequency inmonthly failures and obviously prolonging delay time in failure processing of Mobile3G base station services, this dissertation combines with the relevant system aboutcurrent quality management in Chinese communications industry and focuses on theproblem analysis of markedly prolonging delay time in failure processing concerningtransmission and maintenance network management side and maintenance filed. Thenbased on the analysis result, the dissertation makes deep analysis aimed at the currentactual situation and formulates the rectification measures, including the improvement insuch aspects as technical aspect, personnel configuration aspect and other managementprocesses.After the new handling regulations are implemented, the timeliness ratio of failure processing has increased from the previous78.2percent to96.2percent. Moreover, thisalso provides the effective guarantee for future failure processing and ensures the timelyfailure processing. So to speak, the dissertation serves as certain reference function inaspect of failure processing in base stations and turns out profoundly significant for thedeep development of further cooperation between China Mobile and Tietong in thefuture. Under the increasingly fierce competitive environment in communicationsmarket nowadays, it has become the important means for communication operators todevelop customers and establish competitive advantages to provide high-quality servicefor customers, to shorten the delay time of failure processing and enhance users’satisfaction.
