With the widely used of computer network and the continued progress of implanted skill and the picture skill, image monitoring program shows a rapid development period. It provides the development of apparatus a brand new solution plan. In recent years, it is widely accepted to adopt the wireless network technology system which is more affordable and facile in deployment method. As it goes, the wireless network technology is gradually becoming one of the directions of video surveillance.In the paper, an intelligent video surveillance system which is based on the local area network has been known with the related embedded technology, video image coding and decoding technology, wireless network technology and the moving object detection technology, etc. The system consists of two parts:ARM video collection control terminal and the PC video receiver. The ARM video collection control terminal which run Windows CE operating system is a kind of wireless terminals which is used to do Real-time monitoring. The system uses the method of moving target detection to achieve intelligent transmission. Only moving targets into the monitoring area, the ARM video capture control terminal before sending the image to the receiving terminal.In this way, it can save the sending resource of wireless network and also the storage space of reception pot.In this article, the processor of video collection control terminal is Samsung S3C6410chip whose core processor is ARM1176JZF-S.In the paper, we mainly design the ARM video collection control terminal:first of all, the hardware. In this part, we use the modular design idea to design modules of video collection, memory unit, wireless network transmission and Human-Computer Interaction. Secondly, we handle the design of ARM video collection control terminal software. After that, we set up the test-system to do online debugging about software and hardware. Finally, we analyze and study the questions discovered during system testing and put forward the further exploitation tentative plan.
