In recent years, the rapid development of power grid engineering, the totalinvestment growth significantly, the huge business opportunities gave birth to the powermarket and power related tenderer broad. The traditional mode of operation (the paperdocuments) under the bidding, more show that can not adapt to the trend of the times ofweakness, not only has a potential risk to participate in the bidding enterprises, but alsoto the administrative supervision departments to increase the difficulty of management.In order to promote the bidding work standardization management, to provide moreconvenient service for the suppliers, optimize and standardize the bidding process,improve the bidding work efficiency and improve customer satisfaction, so it is urgentto develop a set of Xing min electronic bidding system.This thesis in the foundation of the actual business needs, according to the “PRClaw on Tendering and bidding”,adopt the unified modeling and object-oriented analysisand design (UML&OOAD) method, to realize the tender ideas combined withinformation technology, design and implementation of Xing min electronic biddingsystem. The full thesis mainly introduces the design and implementation of the system,first introduced the research result of the feasibility of the system, and the key theory ofTechnology which used in the process of the system implementation:.NET, NHibernateframework, digital certificate, digital signature, and workflow. Then, it set out thedetails of the system requirements analysis, the architecture design,the databasedesign,and the realization of system function etc. The whole system is divided into thetwo subsystems what consists of the tender agent management subsystem and the biddermanagement subsystem, its service objects are: the bidding management of Xing mincompany and the bidding service management of the tendering units.At present, the system has been gradually put into power project in Fujian provincebidding practice.Practice has proved, the system realizes the standardizationmanagement of the electric power project bidding work of Xing min company, cancreate a full specification of the bidder’s basic database and the bidding workingdocument library,achieve desired function and performance and safety controlobjectives.
