Design And Implementation Of The China Computerized Information System Of PSC Data Center

The information system of PSC (Port State Control) in China, used to entirely depend on the APCIS (Asia Pacific Computerized Information System, located in Russia), and operated without its own database. However, Korea, Australia and some other countries have established their own information system of PSC, exchanging data with APCIS. Therefore, the lagging development of information technology has limited the management level of PSC. The PSC urgently needs an independent-operating and functional data center, which can provide data-support to control the ocean shipping for the maritime administrative department, to improve the efficiency and to assist decision-making of shipping development in China. The construction of the China Computerized Information System of PSC data center should be based on the national level and surpass the PSC, and the data center will be an important supporting platform for the developing of information technology in our country.The China Computerized Information System of PSC data center established in this thesis has owned the main functions of APCIS and data exchange with APCIS. On this basis, the research realized and improved the functions of statistical analysis and target ship identification, which to provide decision support for PSC and shipping development in our country and makes the inspection-related data of PSC internal-shared in maritime system.The system, which absorbs the advantages of APCIS, takes the needs of PSC professionals and managers as the guidance, complies the norms and standards defined in Tokyo Mou and combines with the characteristics and situation of China’s maritime affairs management, has further optimized the system function and strengthened data analysis. Meanwhile, the construction of the system focus on the technology advancement and extensible ability, and lays foundations for the continuous improvement and the widely uses of data resources, which helps the China Asia Pacific PSC national data information system to provide decision support for maritime management administration and shipping department.
