With the continuous development of world economy and the rapid increase of science and technology, the third party logistics process has been refined to several aspects, like transportation, storing and distribution, etc., among which transportation has become a top priority of the whole process, the effect of logistics system will be directly affected by the efficiency of the transportation phase. In business the third-party logistics companies are hoping to achieve a minimum cost for maximum efficiency, therefore, to study how to take effective advantage of available transportation resources has become imperative.Currently, in response to the needs of the world economy, foreign transportation management system has abandoned the traditional truck transportation model into intermodal business models, for example, the currently widely used forms of transport of land and sea, sea and air, sea and rail has brought the combined transport into full play. Transportation management in the Occident, has been changed from simple single type of transport to intermodal containers. With the development of logistics, the penetration rate of third-party logistics transportation management systems is increasing year by year. However, with the small third party logistics companies, less capital investment, low level of technology, compared to foreign countries, there is still a big gap in the scale of using standardized transportation management software, there is no transport information and resources sharing, which results in low efficiency of transport, and constraints the development of the logistics industry to some extent. In essence, it is unified to improve transport efficiency and reduce transport costs, to achieve these two objectives, transportation resources should be in reasonable, unified, efficient and orderly distribution and use. In today’s information technology background, with the help of computers and networks, building logistics transport and management platform for the third-party enterprise has become mainstream.At the beginning of this paper, it describes the status and application of the third party logistics transportation management systems in the Occident, and then makes comparison with the current situation in China, including the research of transport management and the conditions of logistics enterprises, then it introduces the related definitions, characteristics and associated modules; while also describes the related contents of rationalization of transport, including the concept of unreasonable transportation, eight kinds of forms, the five elements of evaluation on reasonable transport and the resolution to this problem. Before designing the system, it analyzes it’s needs, according to the conclusion, it designs an open structure based on B/S and a logistics transport management system of vehicle tracking. To address the traditional Dijkstra, the shortest path algorithm, it makes researches and analysis and finds the problem of storage redundancy and long computing, through the algorithm improvement, the shortest path time has been reduced to a minimum; for transportation vehicles stowage problem, it analyzes the mold way using mathematical modeling, and it respectively analyzes both cases of transporting simultaneously two or more kinds of goods and gives a reasonable solution; in the actual transport process with the computer’s hardware and software systems mutual support, using GIS technology to collect the data on geographic distribution, it analyzes the data collected through the relevant algorithm, the final analysis results are displayed on an electronic map, the path brings great convenience for controlling center management and the driver, the powerful data support ensures the efficiency of goods transport; Meanwhile, the controlling center can also be combined with traditional GPS technology to realize positioning, navigation of goods transport, scope of this function is global, and finally, the driver can also use GSM timely communicate with transportation managers to understand the transport situation and cope with problems.
