Due to the social operational mechanism, the occupational health situation in many parts of our country includes several severe problems, such as, the standstill of occupational health work, the lack of occupational service organizations, and the neglect of occupational health awareness. To effectively perform occupational safety and health supervision, and occupational disease prevention, control, and elimination, staff health protection, as well as the strict fulfillment of the occupational health standards regarding the intensity or concentration of the occupational hazards on work sites, in this paper, the Shijiazhuang city surveillance and management system of occupational hazard has been studied for an comprehensive design, fully considering the factors of numerous types of occupational diseases, the high frequency of surveillance, and tedious record keeping. A surveillance and management system of occupational hazards, that can keep record simply, report online, save easily, and query fastly and accurately, has been designed.In the design process of the surveillance and management system of Shijiazhuang occupational disease hazards, the methods and tools are as follows, the Java language, SQL Server2008as the database server system, UML modeling language to describe system, object-oriented analysis and design method. The beginning of the design is a detailed use case analysis of the user’s overall demand in order to determine the design scope and function of the system. After determining the technical architecture of the system, combinating the business function structure analysis of the system, the detailed design process of the system has been discribed using class diagram and sequence diagram. At last, the patial function implementation disgram and code page discribe the implementation page, and an extensible, secure and stabile of occupational hazard surveillance and management system has been created.According to the variety of occupational hazards caused by bad working conditions, the hazard sources can be divided into:the harmful factors in the production process, harmful factors in the working process, and harmful factors in the production environment. The system is divided into eight major function management modules that are staff management, pneumoconiosis disease surveillance and management, general occupational disease management, management of pesticide poisoning, surveillance and management of worker health in poisonous and harmful environment, surveillance of occupational hazard on work sites, management of occupational health inspection form, and emergent occupational disease management, respectively:The modules manage different kinds of harmful factors of occupational disease report card, which make health departments organized and efficient.After the application of surveillance and management system of occupational hazards for Shijiazhuang, surveillance staff can make record easily, report case and get approval online. Furthermore, they don’t need to work with the complex paper-based records, and can store a large amount of information easier. Whenever report card query is needed, the users can simply input the query keywords and the query results opt-out immediately, which greatly reduces the workload of staff in finding records, and improves the efficiency of the hazard surveillance. In short, the system has achieved a positive effect after application.
