Coal has been playing a very important role in China’s diversified energy resources, accountingfor about70percent of energy production and consumption in China. Accordingly, the mortality ratein coal mining industry is also higher than other energy industries. In2009, the mortality rate(per1million tons coal output) in coal mining industry reached a milestone for our country, dropping tobelow1for the first time in history. The rate decreased to even0.53in2011. Although the overallcondition has become much better, the situation of coal mine safety in our country is still worrisome.Developing a coal mine safety hazard prevention system is an effective means to strengthen andimprove coal mine safety. It means a lot to the implementation of the principle "safety first,prevention in priority" and to advancing the healthy, orderly, safe, efficient, and sustainabledevelopment of our country’s coal mining industry. It will also make the coal mine safety level meethigher standards required for the development of coal mining industry.The Coal Mine Safety Hazard Management System mentioned in this article is developed basedon a general business platform. A general business platform is a software development platformwhich is business oriented and driven. It allows people to build complex application systems on itquickly. Its principle is the hierarchical processing of complex application software systems, findingthe point where the users’needs for speed, flexibility and integration satisfied. This platformprovides a basic framework and the corresponding user-friendly management tools for developmentand maintenance while it develops complicated application systems. Therefore, developingmanagement softwares on the general business platform is less complex and saves a lot of basicresearch and development work. As a result, it will greatly shorten the development cycle andimprove R&D efficiency.This article features the No.1Mine of the Huangling Mining Group as an example anddemonstrates how a coal mine safety hazard management system is developed on a general businessplatform. The content of this article includes: finding out the problems that exist in the developmentand implementation of management softwares through analysis of the status quo of both domesticand international research on coal mine management system; indicating that a general businessplatform can be used in developing a coal mine safety hazard management system that suits theHuangling Group through research on this platform; analyzing HuangLing’s overall needs andcommercial needs for the coal mine safety hazard management system; designing specific structure, procedure, functions and database for the coal mine safety hazard management system.This article uses the subsystem of the coal mine safety hazard management system as anexample, demonstrating its business modeling as well as implementation and test of the system. Itdefines the the structure, staff, work sheet, work flow, business rules and allocation function that areinvolved in the hazard management procedure. Building a subsystem on the operation platform isproven possible in this article and it also proves developing and customizing softwares quickly onthe general business platform is feasible. The last part of this article summarizes the research workand forecasts the trends of the development of the coal mine safety hazard management system.
