As a new network teaching platform, the web course center plays an important role in the reform of higher education. It is a way to promote the reform of teaching methods, integration and accumulation of course resources, achieving high-quality course resource sharing, higher education personnel training paradigm shift, enhance the teaching efficiency and quality of education. The Tianjin Normal University had purchased commercial web course center products to build the campus web course center, but found many problems in the use of process. Such as it cannot be match with the actual instructional needs, unable to effectively integrated with the existing system of academic affairs, cannot be isolated with the platform, and it is expensive to safeguard. In order to satisfy the needs of teaching in the school and further improve the level of information technology instruction, The Tianjin Normal University decided to independently design and develop a set of web course center. This subject is built on the basis of undertaking the actual research and development task.This subject is started from the actual needs and guided by constructivist theory, interaction theory and user experience design thinking, compare and analyze the functions of existing course center, survey and analyze the actual needs of various types of users, then determine the structural framework and the specific functions of the system design. Finally, the development of the system was based on the Delphi development platform.The web course center which designed and developed in the subject provides a network-assisted instruction support of environment for the universities traditional classroom instruction, achieves the integration and sharing of within the whole school course resources, satisfy the course management, course construction and course learning needs. The system can dock with existing data of the educational administration system. The system uses a modular design, can easily be expanded development. Courses which produced by the system own perfect website features and supports the online and offline two applications. Data between the two modes can sync well, in this way, it breaks through the network restrictions, broadens the application of the scene, and brings a positive user experience for teachers and students.
