Over the Horizon Radar (OTHR) utilizes the refractive nature of highfrequency ionospheric propagation to perform wide area surveillance of targets atlong ranges beyond the horizon of conventional line of sight radars. Becauseionosphere is its propagation path, the targets and the environment of OTHR aretotally different from the conventional radars. OTHR has some native advantages,such as providing long detecting ranges, wide area surveillance, the capability ofanti-stealth as well as the long early warning time. And, because of the OTHR’sworking environment, it has some obvious disadvantages, such as the low detectionprobability, the low detection accuracy, the low data rate and the multi-path. Thispaper proposes some different algorithms to ensure the performance of the OTHRjust against the multi-path problem. For this, the main content of this paper are asfollows, OTHR’s modeling and coordinate transformation, the multi-path problemof single target, the multi-path problem of multi targets.This paper firstly build the measurement of the over the horizon radar based onall types of references and the characteristics of the OTHR itself, and realize thetransformation between the radar coordinate and the geographic coordinate underthis model.Then, this paper focuses on the multi-path data association problem of singletarget. First of all, multi-path probabilistic data association (MPDA) and theprobabilistic multi-hypothesis tracker (PMHT) are introduced. These twoalgorithms are simulated under the certain simulation scenario and compared toobtain some effective results and conclusions.At last, the multi-path data association problem of multi targets are studiedunder the certain simulation scenario.
