The Skywave Over-the-Horizon Radar operates in high frequency band (3-30MHz) and employs the ionosphere to reflect signal to detect targets from the top down. It provide wide area surveillance with longer early warning time than other common radar. However, OTHR's operating mode (high frequence operation band, ionospheric propagation medium and looking-down mode) brings some great challenges to the application in engineering. The success in resolving these problems will be crucial to enhance OTHR's performance and extend its advantages.OTHR simulating system is composed by 4 modules : signal creating , signal processing , data processing and track showing . In the text, the function and structure of the simulating system are introduced. The 4 modules are expatiated separately. The emphases of our design are signal creating and signal processing .Firstly, we simulate the signal received by OTHR according to the real working condition, and then save the signal data in file. Secondly, we develop the signal processing program and the visual user's interface. Finally we compare the performance of these two kinds of OTHR system.
