Along with a speedy development of Internet,IP technology has become the most popular technology for development of information network. Also both SoftSwitch system structure and 3G communication system are based on IP-based packet-switch network.It is become an important issue how to transport signal over IP network. SCTP protocols defined by IETF resolve problems caused by signal junctions through IP network.At the beginning of this paper, it introduces the structure model of SIGTRAN protocols. In SoftSwitch structure , SIGTRAN is used in Signal Gateway and Media Gateway Controller to transmit traditional telephone signal between them, such as NO.7, ISUP, TUP, DSS1 and so on; and IETF has defined correlative user adapter layers to transmit them in IP network, such as M3UA/M2UA/M2PA and so on.We can find some more outstanding features of SCTP contrasted with TCP, such as packet structure, security, multi-homed , stream , data transmit and receive analyzed. It is explained why SCTP with several new features is more suitable for PSTN signaling transport than TCP.It analyses the shortages of SCTP transmit mode and proposes the best route for load sharing multi-path transmit mode. Original congestion control mechanism should be modified to implement load sharing. At the same time,it's receive mode should be changed to fit the best route for load sharing multi-path transmit mode.At last,NS-2 simulations prove that the new way can improve the network throughput of SCTP greatly.At last,the paper discusses the consideration about the mobility support function of SCTP, with analysis on the SCTP performance optimization scheme in the mobile communication. it must have a wonderful expectation in the future.
