Recent years, with the rapid development of power industry, it’s witnessed that thereis an increasing number of technicians who are engaged in the energy metering. Howe ver,their expertise and professional skill are uneven. With the continuing improvement ofmeasurement supervision and governance, there has been a higher requirement forexpertise of energy measurement technicians. How to make staff have a betterunderstanding of all kinds of measurement equipment as well as improve their practicaloperant level constitutes a major task that needs to be solved urgently in energymeasurement practice. According to the energy measurement staff training rules andregulations as well as the process offered by electric power company, this thesis hasapplied cutting-edge technology and realized the online training system for energymetering.Through a detailed needs analysis, this thesis model the system in using UnifiedModeling Language, and analysis of the various functional blocks of the system. And thendesign the system’s database to generate a physical database. Using the MVC frameworkto build an overall architecture of the system, and related technology integration withStruts, Spring, Hibernate and Ext JS. At the same time, design the algorithm of automatictest paper generations, taking into account the complexity and performance of thealgorithm. Finally, in the using of Java technology to achieve the entire online tra iningsystem. For some of the problems encountered int the process, such as video file formatconversion and upload, the use of Java reflection mechanism, the paper has done adetailed introduction.The online training system has implemented to achieve most of the details in theenergy metering training course, providing the training schedule, problem bankmanagement, online exercises, online simulation, online exams, video teaching and so on.The system has been delivered and been well running.
