The development of modern electronics industry technology makes thefunction of radar increasing rapidly, and also makes dreams come true. As theusers’ needs are increasing, it makes the function of the radar amplified. Finallythis makes the control of radar system complicated. Therefore we need theperformance evaluation, optimization and intelligent control to make radar playmaximum efficiency.The paper makes the high frequency surface wave radar (HFSWR) asactual radar system and processes system modeling and simulation based on thestyle of the target and characteristic of the HFSWR. It provides a favourableenvironment model in the followed performance evaluation, optimization andintelligent control of the systems. According to working principle andcharacteristics of HFSWR, the paper establishes the two HF radar simulationmodel considering the radar parameters, ground-wave propagationcharacteristics, sea state, noise, sea clutter, target characteristics, RCS and otherfactors to the performance of high-frequency radar system.Fuzzy control is an intelligent control method based on fuzzy decision, andit is suitable for complex, nonlinear, and time-varying large-scale systems. Butmost of the fuzzy control methods require a lot of experience and expertknowledge. So the paper considers the feasibility of different fuzzy controlmethods in the HFSWR system, combines the genetic algorithm and particleswarm optimization with fuzzy control to achieve optimal control of radarsystem and realize the system’s decoupling using fuzzy feedforward controller.According to working principle and characteristics of HFSWR, the paperadopts the module analysis method, modularizes the hardware devices,detection ability and detection precision of radar, and uses the relative weightof performance index to calculate the radar system’s actual performance, judgesthe optimal control of radar system to provide the guidance for the next optimalcontrol.The paper uses MATLAB software to design HF radar system and optimal controller based on fuzzy control, and establishes HF radar systems model,various fuzzy controllers, input and output parameters and user interface ofperformance evaluation. Simulation results compare the performance of fuzzycontroller and achieve performance evaluation and optimal control of radarsystem.
